James Stephen Milligan was born December 26, 1949, in Philadelphia, PA, to the late Mary and Joseph Milligan. On March 17, 2021, he passed away on St Patrick’s Day, his favorite holiday at his home in Micco, FL.

He proudly served in the Navy and was a Vietnam Veteran. He continued working for the Navy Department of Defense as a civilian for over 30 years.

He is survived by his loving partner of 10 years, Barb Milligan, and her daughter Heather, with whom he was very close. He was also survived by sons Jim Milligan (Carrie) of Fairport, NY, Greg (Karyn) of Santa Barbara, CA, and Joseph (Jackie) of Kamuela, HI; Sisters Margaret (Gene) Smyth and Kathleen (Ed) Verdecchia, both of Sebastian and five grandchildren, Liam, Natalie, Sam, Abigail, and Finley. Also surviving are numerous dear cousins, nieces, and nephews.

He was predeceased by his wife, Amy, and his brother Joseph.

Jim loved his boat, fishing, and golfing. He was a member of the Orioles, the Elks, and the Eagles.

There no services, but a memorial will be held in the future.
