SEBASTIAN — Access to Justice held a ribbon-cutting ceremony for its newest Self-Help Center and legal kiosk, in partnership with the North County Annex and the City of Sebastian, on Thursday, May 14, 2026.
The new North County Annex kiosk, located at 1921 U.S. Highway 1, will broaden free legal resources for residents in northern Indian River County by allowing them to obtain guidance, complete court documents, and connect with support without traveling far.
Access to Justice has helped more than 5,500 clients across the county since opening in 2023.
The centers, run by the Clerk of the Court and the Comptroller of Indian River County, offer free assistance to people representing themselves in family law, residential eviction, and small claims cases.
The Sebastian location provides in-person help every Friday from 8:30 a.m. to 5 p.m. A fully accessible legal kiosk is available Monday through Friday, 8:30 a.m. to 5 p.m., during public hours.
The legal kiosk system is designed to help residents navigate the court process with confidence. Through the secure and easy-to-use interface, users can:
- Find, complete, and submit court-approved forms
- Receive forms review assistance from the Self-Help Center staff
- Schedule and attend low-cost attorney consultations via Zoom
- Print, scan, and copy documents
- Access email and other online tools
- Attend hearing and required court appearances remotely
Officials stress that the kiosks do not replace licensed lawyers. Staff provides only procedural guidance and form assistance, not legal advice.
Similar Self-Help Centers and kiosks operate at the main courthouse, the UP Center in Vero Beach and Fellsmere City Hall.

Access to Justice works to ensure equal access to legal resources for self-represented litigants in family, small claims and landlord-tenant matters. It partners with the United Way of Indian River County to combine technology with in-person aid.
This unique program is a partnership between the Clerk of Court and United Way of Indian River County, a nonprofit focused on health, education and financial stability.
