INDIAN RIVER COUNTY — County Commissioner Joe Flescher said he will not seek a fifth term, clearing the way for a competitive race for his District 2 seat.
Flescher, a Republican, said it was time to step away to spend more time with his growing family. First elected in 2006, he has served on the commission since 2007. He previously worked as an Indian River County sheriff’s deputy from 1997 to 2006.
The decision has already drawn four candidates into the race, including Sebastian vice mayor Bob McPartlan, Melissa Dean and Jennifer Pippin — all Republicans — and Democrat Robert “Robbie” Hardingham.
McPartlan, 60, a Republican, told Sebastian Daily on Wednesday that he is jumping into the race. He was first elected to the Sebastian City Council in 2011. He lost a reelection bid in 2019 but returned after the 2020 Sebastian recall election. His background includes 25 years with the state Department of Children and Families and more than four years on active duty in the U.S. Army.
Pippin, 40, a Republican, is the former president of the Indian River County chapter of Moms for Liberty. She led efforts to remove books in school libraries that contained sexual content. This is her first run for office.
Dean, 63, a Republican, is a physician who has owned her medical practice in the county since 1990. This is also her first bid for elected office.
Hardingham, 50, a Democrat, has lived in Indian River County since age 5. A Vero Beach High School graduate, he served two years in the U.S. Army driving a fuel truck before becoming a long-haul truck driver. He currently runs routes between Fort Pierce and Jacksonville.
Sebastian Daily has learned that more candidates are considering entering the race. The qualifying deadline is in May 2026. The primary election is Aug. 18, 2026, and the general election is Nov. 3, 2026.
