VERO BEACH – The Vero Beach Police Department is looking for a 13-year-old runaway girl; she is a 5’5″ white female, weighing approximately 120lbs, with brown hair and blue eyes. However, she often changes her hair color to attempt to hide her identity. She has also been a redhead, blond, and brunette.
Lisa Riggs is as known as Nicole Witt, Taylor Nicole, and Kasey Nicole Nightingale. She has both her tongue and belly button pierced, and was last seen wearing blue jeans, and a green t-shirt, with a gray sweater.
The Indian River Mall is one of her frequent hangouts. According to witnesses at this location, she tells men here that she is an 18-year-old Indian River State College student.
Riggs runs away frequently and has previously been located in Sebastian, Fellsmere, and Fort Pierce. She last ran away on 7/31/2016 and was located at 5001 Tuscaroa Ave, St Cloud, Florida, with a white male named Brandon Josephson.
