VERO BEACH — Indian River Transit has won two top honors from the Florida Public Transportation Association, including Outstanding System of the Year for its GoLine public transit system and Operator of the Year for paratransit driver Rosemary Millar.
The awards were presented at the association’s 2025 annual conference, marking the third time Indian River Transit has received the system honor. It previously won in 2017 and 2022.
The recognition highlights GoLine’s efficiency, effectiveness and community impact, according to the Senior Resource Association, which operates the system. Ridership has increased 19% over the past year and now surpasses pre-COVID-19 levels. The system provides more than 1.35 million passenger trips annually in a county of 169,000 residents, with 88% of households within three-quarters of a mile of a bus stop.
“GoLine is more than a transit system — it’s a lifeline for our community,” said Karen Deigl, president and CEO of the Senior Resource Association. “Transportation should never be a barrier to quality of life. This award reflects the dedication of our entire transit team and staff and public transportation’s vital role in Indian River County.”

Millar, a 29-year veteran with the organization, has driven 1.2 million miles with a perfect safety record. She is known for her professionalism, compassion and strong connections with passengers.
Beyond driving, Millar volunteers to deliver Meals on Wheels for the association.
“Rosemary is more than a driver — she’s an ambassador for our mission,” Deigl said. “Her kindness, reliability and dedication embody the values we strive to uphold every day.”
The Senior Resource Association, a nonprofit founded in 1974, serves as the lead agency for home and community-based care for older adults in Indian River County. Its programs include Meals on Wheels, adult day care, in-home services, guardianship and transportation.
The organization operates GoLine in Indian River County since 1992 and took over Martin County’s Marty public transit system in July 2025.
