SEBASTIAN — The Sebastian City Council is scheduled to vote Wednesday on whether to annex 204 acres of vacant agricultural land known as Sebastian Pines from Indian River County for future very low-density residential development.
The meeting is scheduled for 6 p.m. April 8, 2026, at City Hall. This will be the first of two readings.
Property owners have requested voluntary annexation of the parcel located south of 77th Street, east of 74th Avenue, north of 73rd Street and west of 66th Avenue. The site is directly adjacent to the city’s current boundaries.
City staff is recommending approval of the first reading of Ordinance O-26-03. A second reading is scheduled for May 13.
The applicants also are seeking a very low-density residential future land use designation, which staff say is consistent with the city’s 2040 Comprehensive Plan. The property would keep its current Agriculture A-1 zoning until conceptual planning is complete.
A staff report found the request meets Chapter 171 of Florida Statutes and supports the city’s goals to prevent urban sprawl and coordinate development along its boundaries. A fiscal analysis projects an annual net gain to the city of $208,000 at full buildout.
The Sebastian Pines proposal includes a concurrency analysis for transportation, utilities, drainage, recreation and environmental protection. Indian River County would provide utilities under an existing interlocal agreement, and drainage would be managed by the Indian River Farms Water Control District. Conceptual plans show a 1.93-acre public park and walking trails that meet the city’s recreation requirements.
Staff concluded the annexation would not have an adverse impact on public health, safety or welfare. The property’s legal description still requires review by the city surveyor before final approval.
If the first reading is approved, the owners plan to file applications for Planned Unit Development residential zoning.
