Southeast Services of the Treasure Coast, Inc., a Florida-based construction company, has filed a lawsuit against Damien H. Gilliams and Bonnie Fey Gilliams, owners of No Name Sports Bar located at 490 US Highway 1 in Sebastian, Florida.
The lawsuit, filed in the Nineteenth Judicial Circuit Court in Indian River County, alleges breach of contract and seeks foreclosure on a construction lien due to an unpaid balance of $26,740.
Foreclosure on a construction lien is a legal process that allows an unpaid contractor or supplier to force the sale of the property to recover the owed amount.
In response, Gilliams disputes the claim, asserting that the work remains incomplete. “Like all contractors, when you complete the job, that’s when you get paid. As of today, it is still incomplete,” Gilliams told Sebastian Daily.
He also stated that he hand-delivered a signed affidavit to Southeast Services outlining the unfinished work and noted that they are hiring other contractors to complete the project.
Court documents reveal that Southeast Services entered into a contract with Gilliams on February 19, 2024, to install a lift station at No Name Sports Bar. Work began on July 8, 2024, and was allegedly completed on March 6, 2025. The total cost for labor, materials, and equipment was $48,490, with Damien Gilliams having paid nearly half, leaving $26,740 unpaid.
Southeast Services issued an invoice on July 23, 2024, followed by a Notice to Owner/Contractor on August 1, 2024. An Amended Claim of Lien was recorded on March 28, 2025, within the 90-day legal requirement.
The company claims that Gilliams failed to settle the remaining balance, prompting the lawsuit to recover the owed amount through foreclosure on the construction lien.
Southeast Services, represented by WhiteBird, PLLC, is also seeking pre- and post-judgment interest, attorney’s fees, and costs under Florida Statute 713.29.
