VERO BEACH – On Tuesday afternoon at approximately 12:00 p.m., a State of Florida Probation Officer contacted the Indian River County Sheriff’s Office about a sexual predator who abandoned his GPS electronic monitoring device in Vero Beach.

Joseph Harold Kelley, 59, was staying at The Source located at 1015 Commerce Avenue in Vero Beach.

Kelley has two different Florida parole cases, and the probation officer had probable cause to arrest him for failure to comply with electronic monitoring.

A detective searched several areas of where Kelley frequents but could not locate him.

A couple of hours later, at approximately 2:45 p.m., Kelley was seen walking along U.S. Highway 1 in the 500 block in Vero Beach.

Kelley was arrested and transported to the Indian River County Jail where he was charged with Felony Violation of Parole.
