VERO BEACH, Florida – A deputy from the Indian River County Sheriff’s Office observed a Vero Beach man holding up a “Traveling Hungry” cardboard sign while standing on the curb of the roadway near Walmart.

Bruce Kimbrell, 47, was told by the deputy that solicitation within the county right of way is illegal. The suspect argued with deputies about the legality of his decision to solicit and hold the sign near the curb.

Kimbrell told deputies that it was his “constitutional right to stand on the corner and ask for money from people,” the report said. Police told him several times that what he was doing was illegal.

The suspect advised he would be back on the corner to solicit after they left because it’s his right.

Deputies advised Kimbrell to leave the area or be subject to arrest for solicitation. He refused to leave after multiple requests.

After his refusal to leave the scene and his statements regarding his continual solicitation, Kimbrell was arrested on a charge of Illegal To Beg, Peddle Or Solicit On County Right Of Way.

The suspect has been seen several times at the stop sign near the Vero Beach Walmart. Most people didn’t know there was a law against it.
